What Is SIR in Elections?
SIR (Special Intensive Revision) is a voter list verification process conducted by the Election Commission of India (ECI). The main purpose of this exercise is to update electoral rolls by removing duplicate, shifted, deceased, or ineligible voter entries and ensuring that all eligible citizens are correctly registered to vote.
During the SIR process, election officials may verify voter details through door-to-door checks or official notices. In some cases, voters may be asked to submit supporting documents to confirm their identity, age, residence, or citizenship eligibility under election rules.
Important: Aadhaar Card can be used as proof of identity, but it is not treated as proof of citizenship during the SIR verification process.
11 Documents Accepted for SIR Verification
The Election Commission has listed several documents that may be accepted during voter verification. The exact requirement can vary depending on the state, voter category, and verification stage.
1. Government Employee or Pensioner ID Card
Identity cards or pension documents issued to Central Government, State Government, or PSU employees and pensioners are accepted for verification.
2. Old Government-Issued Documents
Any identity card, certificate, or official document issued by government authorities, banks, post offices, LIC, or PSUs before July 1, 1987 may be considered valid.
3. Birth Certificate
A birth certificate issued by a municipal authority, gram panchayat, or authorised institution can be used to verify age and birth details.
4. Indian Passport
A valid Indian passport is one of the strongest documents accepted for identity and citizenship verification.
5. Educational Certificate
Matriculation certificates or educational records issued by recognised boards or universities may also be accepted.
6. Permanent Residence Certificate
A domicile or permanent residence certificate issued by the competent state authority can be used as supporting proof.
7. Forest Rights Certificate
Certificates issued under forest rights laws, especially for tribal communities, are accepted in eligible cases.
8. Caste Certificate
SC, ST, OBC, or other caste certificates issued by authorised government departments may be submitted as supporting documents.
9. NRC or Family Register
National Register of Citizens (where applicable) or family registers maintained by local authorities can also be used during verification.
10. Land or House Allotment Certificate
Government-issued land allotment or housing documents may be accepted as residence proof.
11. Electoral Roll Extract
An extract from a previously verified electoral roll may be accepted for identity verification in certain SIR cases.
Document Requirement Based on Date of Birth
The documents required may differ based on the voter’s date of birth.
- Born before July 1, 1987: Usually, only the applicant’s own document is required.
- Born between July 1, 1987 and December 2, 2004: The applicant may need to provide their own document along with one parent’s document.
- Born after December 2, 2004: Documents related to both parents may also be required during verification.
Important Things to Know About SIR
- Documents are generally requested only if additional verification is needed by election officials.
- Booth Level Officers (BLOs) may visit homes for voter verification.
- Voters should keep both original documents and photocopies ready if asked for verification.
- Submission of SIR-related forms and verification documents is completely free.
- A voter’s eligibility is decided based on valid records, age, and residence details as per Election Commission guidelines.
